Yes — everything except live river gauges works without a connection. Your collection and lists live on your device.
Where do purchases happen?
On the retailer's own website. Orders, payment, shipping, and returns are between you and the retailer; their support handles order questions.

Regions are added steadily and arrive without app updates. Tell us which water you fish — that's exactly how the list grows.
